This is the first time mobile charges for texting abroad in the EU has been capped. The cap on making mobile calls is also down from 40.06p to 37.9p in addition to this the price of receiving a call is also down by 2.65p.
Mobile operators have fought against the new caps which will have a significant impact on their profits made from roaming charges.
"The roaming rip-off is now coming to an end," said EU Telecoms Commissioner Viviane Reding.
